Back in the 80s, before any of us college kids had ever heard of steampunk (heck, Cyberpunk was new and shiny!) some friends created and ran a super hero game set in Victorian times. I know it has gaslight in the title, but damn that was fun! My character was named Hooded Justice and he was a prosecutor by day who happened to be a low level telepath, and he would hunt down the guilty by night. Being the times they were the punishment he meted out fitted the crime, up to and including hanging for murder.
Made reading Gothem by Gaslight more fun, too. =)
I ran an abortive campaign of “extraordinary talents” who were serving the Queen (so this would have been Victorian, though we still had gaslamps) against various mystical ne’er-do-wells. All sorts of political intrigue related to the Fey who had reengaged with human society was planned as well.
