A draft Executive Order would suspend the Dodd-Frank requirements that US businesses ensure that their manufacturing processes include no minerals mined in the Democratic Republic of the Congo or its neighbors. The idea was eliminate "conflict minerals" (including diamonds) that are being used to fund the warlords in region, who have been responsible for millions of deaths.
Apparently it costs US companies money to do that, so the Trump Administration is suggesting using a national security loophole to suspend the rule.
Remember that this is the same US President who has railed repeatedly about how ISIL was able to fund its barbarities through the oil it seized in Iraq. Apparently Congolese warlords funding their barbarities through the exploited mineral wealth of the Congo is less outrageous to Trump.
