It means the stuff you can afford is more expensive to get. For example, if you have a bank account, you probably don&#39;t have a minimum balance to avoid fees; if you don&#39;t have an account, each transaction (checks, money orders, ATM withdrawals for unemployment or benefits) can carry an additional cost.
