No worries &#8212; just strip away some of the governor&#39;s power, and the power of government bodies that are controlled by the &quot;other side,&quot; and the problem&#39;s solved!<\/p>\n<p>At least that seems to be the North Carolina legislature&#39;s solution.<\/p>\n<p><i>&#39;Legislators had convened to address disaster relief, but when the session called by lame duck Gov.
