Per this article, there are a precedent for a “weak presidency” model of US government, with Congress and joint committees within it fencing in what the Executive can and can’t do. We’ve seen brief flashes of that so far under Trump — rebellions on particular issues against White House policy, aided and abetted by Trump’s disdain for actual policy writing and his willingness to stab pretty much anyone in the back — but whether the GOP congressional leadership, and the Dem minority (to override vetoes) have a real desire or stomach or mutual sense of survival to run the country that way … well, that remains to be seen.<\/p>\n
