Speaking specifically about wines, one reason is that the gradations for scoring are probably just too fine for any level of reasonable consistency (for a given judge, let alone multiple ones).  But being a 91 rather than an 89 can make a huge difference in the market (and in the price you can ask), even if the judge is +\/- 5 in consistency.
