The Environmental “Protection” Agency has proposed rules that would make it much easier for mining companies, working on mountaintop mines, to dump dirt and rock waste into adjoining rivers and streams<\/a>. Their argument is that the Clean Water Act really doesn’t refer to dirt and rocks, and therefore shouldn’t be used in courts to try to keep mining companies from basically filling in valleys while tearing down mountains.<\/p>\n
