That pipeline spill in Arkansas? \u00a0It's being cleaned up by a federal fund specifically designed for the such spills, the imaginatively-named Oil Spill Liability Trust Fund. The fund is, in turn, paid for (quite logically) through a tax on piped oil.<\/p>\n

Except that the type of heavy crude \/ diluted bitumen\u00a0Exxon was pumping is not considered\u00a0"oil" under the fund's 1980 guidelines. So Exxon didn't pay in any money for cleaning the stuff that, eventually, spilled.<\/p>\n

Oh, and the stuff to be sent through Keystone XL pipeline? It's the same sort of material, and will have the same exemption from being taxed\u00a0for any potential clean-ups. Sounds like a sweet deal to me!<\/p>\n
