{"id":3724,"date":"2003-04-05T06:34:40","date_gmt":"2003-04-05T11:34:40","guid":{"rendered":"http:\/\/hill-kleerup.org\/blog\/wp\/?p=3724"},"modified":"2003-04-05T06:34:40","modified_gmt":"2003-04-05T11:34:40","slug":"regime_change","status":"publish","type":"post","link":"https:\/\/hill-kleerup.org\/blog\/2003\/04\/05\/regime_change.html","title":{"rendered":"Regime change"},"content":{"rendered":"<p>Some folks aren&#8217;t too sanguine about turning administration of Iraq, post-war, to <a title=\"The Spectator.co.uk\" href=\"http:\/\/www.spectator.co.uk\/article.php3?table=old\u00a7ion=current&#038;issue=2003-04-05&#038;id=2961\">the UN<\/a>.  <\/p>\n<p class=\"block\">\u2018If the UN has a say in Iraq, the first thing they\u2019ll probably do is put Saddam back in power.\u2019 Or, more likely, they\u2019ll do the next worst thing: install as high commissioner a non-Iraqi Arab bureaucrat \u2014 say, Hans Blix sidekick Mohamed el-Baradei or Boutros-Boutros Ghali, currently underemployed at the ridiculous Francophonie. He\u2019d effectively wind up as an Arab League minder, there to ensure that the Iraqis didn\u2019t get any funny ideas (rule of law, representative government) which might unduly discombobulate the Egyptians, Saudis et al. <br \/>\nEven if you wound up with a benign \u2014 indeed, comic \u2014 authoritarian like Lord Ashdown of the Balkans, that\u2019s not what Iraq needs. The UN doesn\u2019t solve problems, it manages them in perpetuity: it turns them into Les Mis\u00e9rables; come back two decades later and it\u2019s still running. Even without the corruption and drugs and child-sex rings, it\u2019s not an impressive record. Any German contemplating Palestine\u2019s \u2018refugee\u2019 \u2018camps\u2019, now celebrating their golden jubilee, ought to be grateful his country enjoyed the straightforward benefits of victors\u2019 justice.<\/p>\n<p>Ideally, and ultimately, it has to be up to the Iraqi people.  But handing out ballots <i>today <\/i>seems a foolish gesture.  In the interim, somebody needs to administer things.  An American adminstration, whatever its nature, is more likely to be short &#8212; indeed, the danger is that it will be too short, and that political and econmic patience with rebuilding Iraq will wane, or we&#8217;ll undergo our own &#8220;regime change,&#8221; before the moment is right.<\/p>\n<p>As to the &#8220;legitimacy&#8221; of an American provisional government in Iraq in the eyes of the UN &#8212; well, I don&#8217;t see how it can be any <i>less <\/i>legitimate a representative of the people than, say, the <i>current <\/i>regime, 100% vote or not.  The UN is full of representatives of revolutionary governments, one-party governments, puppet governments, and coup leaders.
