The map is not the terrain, the messenger is not the message, and having seen some major IT projects go into the ditch I can tell you that their doing so didn&#39;t mean the policies and practices they were meant to fulfill\u00a0were wrong.<\/p>\n<p>(FWIW, from the sounds of it, it wouldn&#39;t have made any difference if it had been pushed back a year. Without strong program management, a project will not improve with time.)<\/p>\n<p>(And, also FWIW, this is exactly the sort of system that should have had a pilot and phased roll-out.
