It's a quasi-governmental<\/i> entity, which means it has to compete with private business in much of its work, while still maintaining service to the poorest and least profitable corners of the country, and<\/i> needs Congressional micro-management\u00a0to do about anything.<\/i>\u00a0<\/p>\n
