The core requirement of any democracy is buy-in. People accept and support a democratic government if they feel their voices are heard. They may disagree with specific outcomes but accept the system<\/i> if they are a part of it.<\/p>\n

For which reason, the idea of registering people to vote who might otherwise feel powerless to act (save, perhaps, through violence) should be seen as a positive way of engaging the populace and getting their buy-in to the system, for the good of society.<\/p>\n

Unless you really, truly, want them to feel disenfranchised, alienated, and outside of the citizenry. In which case, on your head be it.\ufeff<\/p><\/div>\n
