Yes, old systems are sometimes hard to upgrade, especially when they are proprietary. Yes, nobody wants to spend money.<\/p>\n

But saying, "Hey, no worries, you can just fly to our archives and photocopy the information on these cases you need" seems … a bit lackadaisical. Especially when done abruptly.<\/p>\n
