Through the power of the purse for the city, Congress can (and does) block any city policy or law it likes, whether enacted by the local government or even a majority of the people.<\/p>\n<p>And, of course, DC doesn&#39;t get any voting representatives in Congress (it has a <i>delegate<\/i> to the House, who can vote on procedural matters or in committee but not vote on the floor for or against legislation).<\/p>\n<p>Oh, and they pay federal taxes, too.<\/p>\n<p>While this sort of overlordship takes places regardless of who controls Congress, one would think that the GOP &#8212; defenders of federalism, local control, not to mention &quot;no taxation without representation&quot; &#8212; would be particularly respectful of the will of the voters of the District of Columbia.<\/p>\n<p>You would, of course, be wrong.<\/p><\/blockquote>\n<blockquote class=\"sm2wp\"><p>\n<a style='display:inline;' href='http:\/\/www.nationaljournal.com\/congress\/house-gop-wants-omnibus-to-block-d-c-pot-law-20141203'><br \/>\n<img src='https:\/\/lh5.googleusercontent.com\/proxy\/R_P6TOcO_JgAkrFfM3vRPSXK7Rfj99uy7SSt0D9eu13wr3RDGQ60BJCXKWL7gYJpLbbECg1QOyoIzu6pAgaUoCJhT-xKHr9oLbxWA0UeoNnhw32lvGduBDKOmBAjkXgSpNiL48nLJpJ2vlk0ku6T1LbkV28Dz60=w506-h303' border='0' style='max-width:650px;'\/><br \/>\n<\/a><br \/>\n<span style='font-size:large;'><a href='http:\/\/www.nationaljournal.com\/congress\/house-gop-wants-omnibus-to-block-d-c-pot-law-20141203'>House GOP Wants Omnibus to Block D.C.
