Is a military agency (the NSA) that is invading our privacy (sort of like invading our homes) in violation of the Third Amendment (https://en.wikipedia.org/wiki/Third_Amendment_to_the_United_States_Constitution)?
Seems unlikely that it would get much traction with SCOTUS these days, but it's an interesting idea.
