If this is a privacy bill, that's a somewhat different matter. But, even amended, this bill seems to ban everything from someone taking a picture of the ground from an overflying commercial air flight to Google Satellite pictures to … well pretty much anything where the camera is not mounted on the ground (with no functional difference given as to purpose — I mean, is a snooping photo taken from a nearby building or hilltop intrinsically any different from one in a drone or airplane?)
