Though Bismark didn't actually compare lawmaking to sausage-making (http://wist.info/bismark-otto-von/18865/), the amount of negotiated crap that goes into big budget bills — especially ones quickly negotiated behind closed doors in order to keep the government from shutting down (again) would cause an FDA inspector to turn green (assuming the budget didn't cut FDA inspections further).
As always, amongst the bits and bobs of stuff inserted into the big bill, nobody will be completely happy (or unhappy). It just seems like a crazy way to run a country.
