Insurance was designed to be a joint risk pool to share costs, which justifies keeping untoward risks out of the pool. But the nature of health care costs today is that nobody can afford reasonable health care without insurance, i.e., without general shared assumption of risk. This is why for-profit insurance is harmful to the commonweal — some need assistance who cannot get it otherwise, thus it is the obligation of society (not shareholders to decide) to assist them.
