Seriously, while it’s easy to be cynical (and, sometimes, the Major Players make it far too easy), I’m glad I’m not the one having to make these kind of decisions. If we can’t intervene everywhere (and we can’t, even if we should), how do we decide where we do, and how, or whether we do at all (and then we get to deal with the aftermath of a Rwanda, or Bosnia, while we sat on our thumbs)?
