The way I read this announcement about a Doctor Who movie is that it will be a sideline flick — out of continuity, and, perhaps, an effective reboot (i.e., take the basic concept of a Time Lord and a TARDIS and a human companion, plus, most likely, Daleks, and make a movie about it).
Yates made clear that his movie adaptation would not follow on from the current TV series, but would take a completely fresh approach to the material. "Russell T. Davies and then Steven Moffat have done their own transformations, which were fantastic, but we have to put that aside and start from scratch," he said.
Give that this is a few years out at least (and actual TV Who is going to be thin on the ground between now and then), I'll both believe it when I see it and I won't sweat much about it being its own thing. #ddtb
