Incidently, Newt, exploration and drilling and discovery and pumping and refining and shipping of new source of oil — be they in NoDak, or the Alberta oil sands — is not an overnight thing. Those sources won't be producing in quantity for a decade, well beyond any hypothetical / dreaded Gingrich presidency.
Also, the Keystone XL oil is slated to go to the Gulf so it can be sold outside of the US. There's plenty of spare capacity going into the Midwest, but that's not where the owner wants to sell it (since it would be taxed there).
