It's easy to reduce civilian casualties from drone attacks: just identify, by definition, anyone (or at least "any male of military age") where a drone hits as a "militant." Could be a relative. Could be the pizza guy. Could be the plumber. Could be a teenager. Guilt by association meets militant until proven civilian.
