It's a bit hard to read unless you download the full size, but essentially it shows voter turnout (by circle size) and presidential voting results (more blue or more red) for young voters from 1992 – 2008 in a group of key battleground states.
So it should be no surprise that those states on the list which have GOP state legislatures have been making it more difficult in the last four years for young voters (especially college students) to vote …

Yeah, I believe it was an intentional reversal of the colors from what you’d normally think (Democrat = Left = Red, and vice-versa). Apparently it became a standard in 2000 (http://en.wikipedia.org/wiki/Red_states).
