Lovely. A proposed Pennsylvania bill that blocks any increase in food stamps from a child conceived while the mother is in the program. Unless it was from rape or incest, in which case the mother has to certify that she reported it to law enforcement.
So we want to discourage (and certainly not publicly fund!) contraception, and abortion is right out … so I guess poor people should just abstain from sex while on welfare, or else plan on even less food around the table for the kids, including any newborn children.
