While on the one hand the lack of transparency is problematic (not to mention whatever fits the folks in his IT group's security department must have had), the more important question is, were his assignments being completed well?

Nice question, Dave. Outsourcing includes a lot of plans and processes even before all tasks are completed. How did he manage to do that daily? I also wonder how this guy were able to deal with some questions that his superior asked him, especially regarding the tasks he was doing. That wasn’t really him doing those tasks so how could he answer a simple query or dispute regarding it? Could he really be that infatuated by cats? Hmm.
Perhaps the problem is that his management wasn’t monitoring him closely enough to realize those gaps. On the other hand, if he was doing a good job remote managing his contractors, he could probably make that work. In some ways, were I the guy’s supervisor (and presuming he was actually getting good performance review scores), I’d be impressed by the initiative and management skills (even if dismayed about the lack of honesty and the security risks).
