The headline here is a bit misleading. The issue is not background checks per se, but the rules that say, "Well, if the background check is still pending in three days, the sale can provisionally go through, and if the check then comes back negative, we'll eventually send someone to track down the gun and recover it." Also playing into that is inadequate resourcing of both the check and recovery organizations.
