Rather, he and his running mate lost the White House. He still managed to win his House seat, which is why he's back proposing a more draconian budget than he ran on last year.

But, then, last year, he was trying (unsuccessfully) to convince the public.  Now he only needs to convince his fellow GOPers (a given) and the media.

Yes, he lost, but our useless press and the DC Villagers think that he is still a Very Serious Person (VSP = anyone willing to take from the porr and middle class and give to the rich. i.e. themselves) and since he has the backing of billionairs like Pete Peterson, he and his stupid plan are all that matter.
