Is anyone actually surprised by this? Is anyone going to suggest that other major Western intelligence (internal or external) security services don't do the same?
Not that it isn't (or shouldn't be considered) a problem, or that we don't need more discussion and transparency about the whole thing — but the more-righteous-than-thou foreign governmental responses to NSA and PRISM, et al., have always seemed to me a bit dubious.
