Moffat writes great stand-alone "Doctor Who" eps*. When it comes to producing the series, his arc writing just isn't up to snuff**. In some ways, he's a good example of the Peter Principle.
(*Except for "Girl in the Fireplace," which I've never understood the attraction of.)
(**Granted, I'd rather watch a Moffat "Doctor Who" ep of any series than 95% of what's on TV. And "Coupling" still keeps me rolling on the floor.)

Girl in the Fireplace is brilliant. The Series arcs are clever and stand rewatching the entire series so you can go -“Oh… I get it!”
Perhaps it is just being an Amurrican, @LH, but I find “Girl in the Fireplace” a mess, with the Doctor implausibly falling madly, passionately in love in an improbably short time to an impossibly brilliant and talented woman. There’s a lovely tragic quality here that would have played out far better over the course of a season or two than being compressed into a single ep. Meanwhile, Rose and Mickey are being bigger goofballs than ever.
I do realize I’m in a minority here, even on this side of the pond.
I think part of the problem is the need for compression for selling – I would rather see 2 x 45 minute episodes. I feel the old 4 x 30m episodes were over extended. I can’t blame US TV, as we seem to be going the same way.
