I hate to wave around terms like "police state"

Or, put another way, I do not believe that there is any device or technology that a local, civil police force should be using that cannot or should not be publicly known and understood.

Well this is disconcerting and right here in my home state. I grew up in Oakland County and while I now live in Washtenaw, I still visit Oakland County every so often to see family and friends. I wouldn't necessarily be opposed to this tech if I had a clue what it does and what they're using it for, but the secrecy surrounding it raises a lot of red flags.
