When suspicion turns to a permanent record of suspicion

Also known as "Don't take pictures of stuff that a terrorist might take pictures of" and "if you covert to Islam, nobody better catch you playing 'Flight Simulator'" — unless you want your name put onto a Suspicious Action Report (SAR) by some local law enforcement busy-body, sent to a "fusion center," and kept on record (flagging you as a "suspicious person" for thirty-odd years (at least).

I would say that I feel much safer that this sort of diligent suspcion-gathering-and-reporting is going on, except a GAO report notes that, despite tens of thousands of SARs filed, none has led to an arrest, conviction, or thwarting of a threat. But they have led to multiple homeland security interviews, travel checks and screenings, and other jollity.
