Yes, old systems are sometimes hard to upgrade, especially when they are proprietary. Yes, nobody wants to spend money.
But saying, "Hey, no worries, you can just fly to our archives and photocopy the information on these cases you need" seems … a bit lackadaisical. Especially when done abruptly.
