It doesn't seem to be the people waving around pictures of aborted fetuses. It so happens that birth rates are down, too, and the overall answer seems to be an increase in the of contraception by the most at-risk-of-pregnancy groups of women.
I don't imagine that will get pro-life groups actively encouraging the use of contraceptives, though.
