I would feel more comfortable with individual cops not paying the price (or liability insurance) for this sort of thing if there was some institutional responsibility that picked up the slack. But the police department denies there was anything done wrong, the cops involved presumably didn't even get reprimanded, and the taxpayers end up footing the bill for in an inadequate payment for a disfiguring injury.
If the taxpayers would get a bit outraged about it, that would help, too.
All of which means it will happen again.
