When Prisoners Are Profit Centers

Nobody particularly wants prison life to be cushy, but making it cruel doesn't seem to be productive or effective. Contact with the outside world seems to be significantly correlated with reduced recidivism. It's something we should be encouraging, not turning into a way to fund prison budgets.
