Some of these artificially generated names aren't precisely to my taste ("Tarch"?), but others seem perfectly acceptible, and superior to some of the linguistic gyrations that some parents go to give their kids "unique" names.

Many, many years ago I wrote a program for generating names for role-playing characters. It was pretty successful, overall, based on combining randomly selected phonemes according to sets of rules which I evolved about which ones could go next to each other. I was then able to use it to generate culturally specific names by adjusting the rules to impose cultural biases.
Doing it all with a neural net would be a lot quicker, but I wonder if the actual numbers of names & their frequency would lend itself to the problem that well. Perhaps that's why so many of these seem to fall somewhere into the uncanny valley for me.
I now wish I had a kid I could name Zolena, Reeler, or Grapfoy.
Easier just to name your kid "Thorin" or "Sarek" or "Ursus" or…
