Clark Gregg says he hasn't been told yet, but does know Coulson's back out in the field as "merely" an Agent (as we saw in the denouement of the season finale).
I actually think that's a pretty good development. Coulson has always been better in the thick of things (though his efforts to be all Directorial were fun to watch). In the post Civil War setting, and with a trimmed-down cast, I'm hoping some of the better aspects of the early seasons of MAoS can come back out.
Assuming that SHIELD is back in from the cold, who the Director is, and to whom they answer, should drive some nice plot complications. Indeed, some of the themes raised in the Captain America movie can be played out here: being forced to sit on the sidelines in the face of something bad happening, or being ordered in to do something you don't approve of. After having been the Director and calling the shots, both of those may be a challenge for Coulson (et al.).
