Actually, this (like the Wentworth Miller / Captain Cold contract) is pretty clever. It's a lot easier to have villains cross-over between Arrow / Flash / Legends of Tomorrow (and, maybe, Supergirl?) than heroes. The latter always makes for weird imbalances and interference with the current or seasonal plot.
The idea that Merlyn is plotting something that's manipulating the good guys in multiple cities / in multiple spots of the time-space continuum / on multiple shows? I am so down with that …
