Louisiana law now requires foreign-born Louisianans — including naturalized citizens — to produce an unexpired visa (which violates federal law) as well as a birth certificate (which many refugees, shockingly enough, don't have access to).

Because you can't trust the sacred institution of holy matrimony to just anyone, amirite?

    What the heck. Even I know about the large Laotian/Vietnamese community that settled there. Sorry, when they were running for their lives, birth certificates were the last thing they were thinking of packing.
