I'm shocked, shocked, to discover that the discovery of a PC full of emails, seized in an unrelated investigation, that included some that were apparently sent to Hillary Clinton once upon a time while she was Secretary of State, and which were heralded in a big, public email to the GOP leadership in Congress as something that the FBI was investigating for crazy, security-harming shenanigans, have turned out to be … much ado about nothing.
Except, of course, that the "blockbuster shocking revelation" that there were still more emails being investigated (Clinton! Emails! Investigation!) seems to have been highly welcome fuel for Trump attacks, subjects for his campaign ads and speeches, and a (the?) significant factor in his rise / her dropping in the polls over the past week — and may well have changed the course of both the Presidential election and downticket races.
"Nothing to see here," quoth the FBI Director. "Move along."

It would have been appropriate for him to only at this juncture announce that additional email files had been found in the PC in question, but that they had been vetted and nothing further found. If he was going to announce anything at all.
