There's nothing particularly illegal about this, but it's a typical level of Walmart lack of ethics — both telling (or let it be rumored) that vendors that make use of AWS to host their data and applications will not be welcome selling to Walmart, and to imply in a public statement that data hosted on Amazon's servers is subject to Amazon peeking at it for their own competitive advantage.
Walmart keeps come up with additional reasons for me not to not be a customer.
