Per this article, there are a precedent for a “weak presidency” model of US government, with Congress and joint committees within it fencing in what the Executive can and can’t do. We’ve seen brief flashes of that so far under Trump — rebellions on particular issues against White House policy, aided and abetted by Trump’s disdain for actual policy writing and his willingness to stab pretty much anyone in the back — but whether the GOP congressional leadership, and the Dem minority (to override vetoes) have a real desire or stomach or mutual sense of survival to run the country that way … well, that remains to be seen.

Congress could take control of the government, much like what it did under President Andrew Johnson.
I suspect both sides are too busy trying to figure out how to use him to their advantage to make much headway on fencing him in and reducing the damage he can do.
+John Bump You could be right. I'm sure Trump thinks he's using the Dems and the GOP to his purposes; I'm pretty sure it's more the other way around at the moment.
As to Trump’s purposes…
He’s racking in the dough. He has the power pardon anyone he wants, including himself outside of impeachment. He still has tons of followers giving him egoboo.
If he leaves, a lot of that goes away.
I don't usually disagree with you Dave, but I think Trump is still out-smarting both sides (by dint of being completely unpredictable and fairly random that neither has actually had time to strategize..
