It's remarkable watching the GOP running away (for the moment) from their fervent efforts of the last few years to do away with the ACA, including protections for pre-existing conditions.
Instead, they all seem to suddenly be saying that of course they want to protect people with pre-existing conditions, always have, always will, ignoring their and the Adminstration's efforts to the contrary.
(For the record, legislation that says "Yes, insurance companies must offer coverage to people with 'pre-existing conditions, but can charge whatever they hell they want for it" is not protecting people in such a situation.)

The ACA was far from perfect. But, as with all such large programs, from Social Security to Medicaid, the normal course is to pass it, then see where the problems were and then fix those problems.
The GOP refused to let that process occur. They would consider nothing short of full repeal, and controlled enough of US Senate to force the matter. That left the predictable problems to fester, made worse by GOP states and interest groups suing to knock down any of program that they could, including the Medicaid gap.
The requirement for coverage was part of the basic economics of a shared risk pool that insurance requires. The income tax penalty for not being covered was laughably small.

The US has excellent health care available … for those who can afford it. For those who can't, health care prospect are second or third class from a global perspective.
