Cap is a tough character to write. Make him just an action hero, and he doesn't serve much purpose. Make him a patriotic character, and he seems like a cornball. Make him a mockery of a patriotic character, he becomes eyerolling and dull.
The current crop of Marvel movies has stuck a pretty good balance. Chris Evans comes across as earnest but not truly naive, determined without going all grimdark, patriotic without cardboard polemic, and conflicted without being overly angsty. He … well, what I would want from an actual Captain America.
Other renditions of Cap over the years in TV and movies haven't always been quite so successful, too often throwing us generic muscle men, buffoonish flag-wavers, or jingoistic brutes. And, as this shows, doing the whole shield-slinging thing is hard. Even the MCU movies have problems with it at times, and the pre-CG era (live action and cell-painting animation) really struggled.
