After the FCC did a little stiffening of anti-robocall regulation last year, the folk doing this kind of thing managed to "evolve" to get around the regs and the minimal efforts the telcos went to in implementing them.
The AGs of 35 states are urging the FCC to do more. The telcos are urging the FCC to give them "safe harbor" from false positives in doing so. The "legit" telemarketing world is getting nervous about draconian measures …
… and the phone just keeps on ringing.

It's more difficult to tell right now, because we're getting the (legal) robocalls and surveys related to the election. Honestly, if I ever give up our land line, it will be because of that.
