  1. Another stupid Congress trick is tying the administration’s hand with respect to rebuilding Iraq:

    “None of the funds made available in the bill for reconstruction efforts in Iraq may be used to procure goods or services from any entity that includes information on a response to a Request for Proposal (RFP) that indicates that such entity is organized under the laws of France, Germany, the Russian Federation, or Syria,” the amendment [to the war appropriation] said.

    Now I am just as mad at these countries as the next guy but we need to not get in the position of appearing to be profiteering. Now I don’t think the future government of Iraq will love these countries all that much, either. But let them make the decisions.
