Maybe … some women?
Even in the text of the speech Dubya gave for the occasion, a flock of Congressmen and male Administration officials (and one Cardinal) are mentioned. But no women.
To be fair, the photographer is a woman, but … jeez, folks. It’s either telling that none were invited, or telling that none attended. At least none worth mentioning …

No men under a certain age…
Well the age one is most defensible. The nature of high government and legislative post is that you’re going to tend to be more powerful as an older individual.
Given the way that the bill impacts women in particular, their lack on-stage is telling either as an oversight, or because none were willing to be there.
