Yup. No argument from me.
Firefly might have surpassed it, given time. It would take a lot to beat the Molari or G’Kar character arcs.
Londo: “On any other day Mr. Morden, you would be wrong, but today, today is a very different day.”
It’s a difficult argument to make, one way or the other. Firefly was certainly a more “homey” show, about personal demons and loves and loyalties. B5 was a grand, Homeric epic. It’s like trying to compare a good bowl of chili and a hunk of cornbread with butter and honey to a seven-course gourmet dinner — which you prefer is a matter of taste and the moment.
Both series certainly raised the bar, and that’s nothing to sneeze at, in either case.
GARIBALDI: No boom?
SINCLAIR: No boom.
IVANOVA: No boom *today*. Boom tomorrow. There’s *always* a boom tomorrow. What? Look, somebody’s got to have some damn perspective around here! Boom. Sooner or later. *BOOM*!

G’KAR: By G’Quon I can’t recall the last time I was in a fight like that! No moral ambiguity, no hopeless battle against ancient and overwhelming forces. They were the bad guys, as you say, and we were the good guys! And they made a very satisfying thump when they hit the floor!
MARCUS: You know, I used to think it was awful that life was so unfair; then I thought, ‘Wouldn’t it be much worse if life *were* fair, and all the terrible things that happened to us come because we actually deserved them?’ So now I take great comfort in the general hostility and unfairness of the universe.
ZATHRAS: Yes, Zathras is used to being beast of burden to other people’s needs. Very sad life. Probably have very sad death. But at least there is symmetry.
