The point of laws and legal procedures and the intricate rules regarding our criminal justice system is, of course, to seek justice and righteousness … and, secondarily, to get people to believe in the system (rather than take justice into their own hands).
But too often, the focus on the system means that justice is denied. Because justice may require the system to be ignored, circumvented, extra steps taken, exceptions made, and the like. Thus, even though it means missing out on underlying justice, those in the system protect themselves and their interests and their processes by focusing on the legal niceties, not the underlying goals.
