Expect to hear that phrase a lot in the next 3 months. Romney clearly picked Ryan as VP to draw in the "fiscal conservative (if not draconian)" aura of the Wisconsin congressman.
But he's trying to have his cake and eat it, too, as he immediately follows up with "Well, yeah, the Ryan plan is nice, but it's not my plan, so pay not attention to the plan which we just hired this guy for and which we hope you'll remember if you like it, but if you dislike it, well, you can't attack us for it because it's not really our plan." Not quite in those words, but …
